【講座】來自河靜的聲音：台塑越鋼事件後續

2016年4月，越南河靜省及附近沿海地區發生大量魚群暴斃，死魚總數超過140頓，當地以捕魚為生的漁民魚貨無法售出，生計受到嚴重影響，而種種跡象都指向在河靜設立鋼鐵廠的台塑集團嫌疑重大，起初台塑稱魚群死亡的原因為海藻優養化，調查後證明台塑在試運生產線排出含重金屬等有毒廢水，汙染了海洋，這才是真正的主因。

汙染過去兩年，這件事在台灣人民心中逐漸被淡忘，但對越南當地居民而言，他們至今仍深受汙染事件的影響，環境監測資訊未公開透明，公安宿舍、色情行業進駐，嚴重改變當地社群生態，居民甚至面臨迫遷的威脅，且多數居民未獲得賠償！？

這些狀況，台塑確實負起企業責任處理了嗎？

The marine life disaster that occurred in April 2016 in the central part of Vietnam is regarded as one of the most serious environmental disaster that Vietnam has ever had to face. The victims are hundred of thousands of fishermen folk who suffered severe economic loss. Despite the 500 thousands US dollars that Formosa Plastics has agreed to pay in compensation, only a few people could get compensated, and for these “happy few”, the amounts are anyhow ridiculous.

Two years later, while the fish is gradually coming back, the quantities are still not sufficient to earn a decent living. Furthermore, people are worried that the fish is still toxic and not safe for consumption. People are particularly worried for their children. Adding insult to injury, the Vietnamese government has brutally repressed people who protest about this situation. Furthermore citizen journalists who have tried to inform about that situation have been arrested and condemned to unfair and disproportionate heavy prison sentence, up to 14 years.

Since the incident, several NGOs in Taiwan have been working together to support the victims in Vietnam. Because they think it is of their responsibility not to let the people of Vietnam think that all Taiwanese are like Formosa. In Taiwan also people are struggling against its absolute disrespect of people and environment. In Taiwan also, we don’t want to sacrifice the fish and the people for the sake of their plastic, their steel and their profit!

In this talk, we will discuss recent development of the case, based on recent surveys conducted in Vietnam and other reliable actors involved in this issue. We welcome anyone concerned by environmental justice and human rights. Vietnamese students are very welcome.

2016年4月爆發於越南中部之海汙染，是越南有史以來最嚴重的環境災難。數十萬災民（許多是漁民）因而遭受經濟重創和面臨未知的健康風險。儘管台塑河靜鋼廠（越鋼）已賠償五億美元，但只有少部分災民真的領到錢。而這「幸運少數」領到的賠償金額，少到荒謬。

兩年後的今日，雖然魚有慢慢回來，仍沒能使災民的生活穩定。更棘手的，是人民憂心的魚可能仍有毒和不適食用。災民也特別擔心村里的小孩。越南政府對抗議民眾做的暴力鎮壓，使問題雪上加霜。試圖報導真相的公民記者和聲援者被逮捕，不公平地被判以荒謬的嚴厲監禁，最長者達14年！

自災難發生後，台灣幾個NGO共同合作跨海聲援越南災民。大家認為有責任不給越南人認為全台灣人都跟Formosa（越鋼）一樣。他們在台灣也完全不尊重人民和環境，以致台灣人在自己的土地也跟其搏鬥不休。在台灣，我們也不願為了其塑膠、鋼鐵和利益而犧牲魚和人！

在這講座，我們將基於在越南做的田野調查並邀請相關人士，一起討論事件最新發展。歡迎任何關心環境正義和人權者，包括越南學生來參加。
